Cant create a tribute

I am making a new new map.On this map you can hyre a soldiers.But when i pay a tribute in game,after few seconds - nothing.Help me please and tell about my misstakes.Thats mission.txt:

Maybe count of food 0 is not correct

No,all alright with count,becouse i`we pay 0 of food previosly.But now i even dont have a icon of tribute in diplomacy screen
